What is the Québec Health Record ?

Participation in the Québec Health Record

The Act respecting the sharing of certain health information states that all people who receive care or health services in Quebec will participate in the Québec Health Record (QHR), except for those who exercise their right to refusal.

For the moment, only the people who are registered to the Régie de l’assurance maladie du Québec can participate.

The people who are not part of it and who receive services from the health network will be informed of when they can benefit from participation in the QHR. This is the case, for example, of travellers, the soldiers, and new arrivals.

How to participate?

You need not do anything to participate in the QHR. All people who are registered to the Régie de l'assurance maladie du Québec who have not shown their refusal are automatically part of the QHR.

Can I refuse to participate?

Yes. At any time, you may exercise your right to refusal.

This refusal will have the effect of making your health information inaccessible. If an authorized person tries to consult this information, the system would simply indicate that you have refused to participate and no health information concerning you would be available. Your refusal will prevent the consultation of your health information. However, regardless if you have shown your refusal, information related to you will be gathered by the QHR and kept in a highly-secure information bank. Under certain conditions, the information could be used for analysis and research purposes. In such a situation, it wouldn't be possible to connect the given information to a person in particular.

Can I change my decision?

Yes. At any time, you may cancel your refusal or, on the contrary, show your refusal to participate.
